Governor Rick Snyder has vetoed HB 4116, explaining that the bill violates separation of powers by directing the executive branch on how to gather its legal analysis. The bill, which passed both houses of the legislature unanimously, would require a governmental unit to forward any memorandum of agreement to the Department of Attorney General before approval.
