It's Icelandic. The draft constitution presented to the Speaker by the country's Constitutional Council last week was crowdsourced through this website. Icelanders hand in draft of world's first 'web' constitution reports that the website was an "incubator for comments" and was supplemented by a presence on Facebook, Twitter, YouTube and Flickr.
