Secretary of State Ruth Johnson today proposed new administrative rules for disclosure of funding for campaign issue ads. At the same time, Secretary Johnson rejected the State Bar's request for a declaratory ruling requiring disclosure of funding for third party issue ads about judicial candidates, saying she lacks authority to carve out an exception for judicial races. On the same day that Secretary Johnson announced the proposed rules, the Senate considered SB 661. As passed by the Senate, the bill would amend the Michigan Campaign Finance Act to codify existing law concerning third party issue ads and preclude the adoption of the rules proposed by the Secretary.
